chore: bump version to 0.10.3

Patch bump after the class-based extension refactor (ba01be1) — no behavior, command, or API change. Bumped in pyproject.toml, extension/manifest.json and uv.lock. Verification: uv run browser-cli -V -> 0.10.3; uv run pytest -q -> 409 passed, 105 skipped.
